Willie J. Brockman, born in 1906, became Beaumont’s first female city manager in 1948. She had worked for the city for twenty-four years prior to this appointment. She was the only woman city manager in Texas, and the only woman city manager of a city above 4,000 population in the United States. She served in this position for eleven years, retiring in 1959 as one of Beaumont’s most popular city managers. These papers include photographs, newspaper clippings, Neches River Festival programs, speeches and certificates, and the city farewell resolution given to Brockman upon her retirement, signed by over 800 people.
